Moving this out of #1397 and to the 4.1 milestone.

It would be nice to be able to adjust the width and count of existing strips of quads like in v3. Width should work any time (Shift + drag on handles), but count (Ctrl scroll) would only work when the selected strip is not already attached to other geometry.
