The custom instructions are not used if compose stack is restarted.

Describe the bug
The custom instructions are not taken if you do docker compose down then up again.

I have to manually go for each one, edit it and submit it.

To Reproduce
Steps to reproduce the behavior:

1. Add custom instructions
2. Restart compose stack
3. ask a question and check langfuse logs.
4. You will not find your custom instructions

Expected behavior
Instructions must be re-indexed whenever the stack is restarted / on question asked

@OmarAhmed-A this is a known issue as of now. To mitigate this issue, you could set SHOULD_FORCE_DEPLOY= in .env and set recreate_index: false in document store section in config.yaml
