Increase Steam Valve/Regulator transfer rates. Current Steam Valve values are double the pump cover of the tier. I would suggest making Steam Valves 10x faster than Pump Covers.

I was testing THTR in a test world. I realized that the steam required to get 4A IV from one Large Steam Turbine is around 50kL/t and IV steam regulator only allows for 16384L/t. This change would make steam based power gen options more viable.
Your Vision
At this stage of the game, putting the steam into turbines shouldn't be the biggest problem of steam based power gen options.
