Suggest Skaji to use the test images in the templates

This task is about starting a discussion with @skaji about using the pre-set test Docker Images from https://hub.docker.com/repository/docker/perldocker/perl-tester/ in the suggested templates.

• Cpm
• Cpanm
• many Test::*... modules
• Dist::Zilla when possible
  ...
  are available out of the box and could speedup testing

images are refreshed daily by a cronjob.
