Concept navigation bar / user menu when logged out

Currently, the user menu is shown when the user is logged in. There he can find options like changing the light/dark mode etc.

However, when he is not logged in (either because the application does not require authentication or only some parts of the application do), these options are missing for the user although they are not related to authentication.
