Local Planning Authorities are quite high fidelity, but Local Authority Districts and Combined Authorities are quite low fidelity

We use BUC right now (https://www.ons.gov.uk/methodology/geography/geographicalproducts/digitalboundaries). That's deliberate for the sketch-page authority boundaries (smaller files, faster load), but for browse, we could use something higher quality.
