Can't load rake tasks in non-Rails projects #6

Currently, blue_steel uses Railties to load the rake tasks. Unfortunately, this requires that the project that installs this dependency must be a Rails project in order to load the tasks. Let's find a way to avoid using Railties such that we can load the tasks in any project.
