Cannot save operation representative

Describe the task

As external user (industry_user), I cannot create an Operation Representative when creating an Operation.

Acceptance Criteria

• As external user, I should be able to successfully execute Save Operation Representative if all required fields are satisfied
• As external user, I should receive an error message upfront if all required fields are not satisfied upon clicking Save Operation Representative

Additional context

• Tested only in DEV environment as creating an operation in TEST env is still not working (Can't submit new contact or new operation #2624)

Steps to Replicate

1. Log in as industry_user in DEV environment (note: must have no prior operation/contact)
2. Create an operation, fill out until you reach Operation Representative
3. Leave Select Existing Contact blank and fill out fields for creating new Operation Representative
4. Click Save Operation Representative

Hi @patriciarussellCAS - for your review, here's one thing I found in the dev environment while creating an operation. Couldn't replicate yet in the TEST environment as there's still an issue with creating an operation (couldn't get past saving Operation Information). Thanks!
