Migrate reg1 point-of-contact to reg2

Describe the task

In reg1, users assigned a point of contact. Point of contact is no longer being used in reg2, so we need a migration to move this data to the new structure.

Acceptance Criteria

• Points of contact should be added to operation.contacts and operator.contacts
• determine whether to retain or remove the point_of_contact field from the operation data model.
• Update the reg2 mock data to make sense with ^
