解析时间字符串，时间字符串转时间戳

时间戳转时间字符串

函数 : format

将时间戳转换为人可读定的时间格式

函数参数

参数名	参数类型	参数说明
timestamp	number	时间戳
timeformat	string	格式化字符串(参考Golang) 可空 例如 2006-01-02 15:04:05 -> 年-月-日 时:分:秒
formatlocal	string	时区信息 可空 例如 "Europe/Moscow"

timestring	string	输出格式化后的时间
error	string	转换错误信息，如果该值不为nil,则timestring为空
