Request to add proxy_cache_revalidate

Enhancement Proposal

It would be handy to add a configuration for proxy_cache_revalidate as it could improve the performance while handling expired but unchanged cache files.

@nancyc12 can you confirm this is a nice to have and there is no specific urgency to implement it?
If so, we will look at it if we have some time at the end of the cycle and/or assign it to a new joiner.

@seb4stien Yes it's a nice-to-have feature and not urgent. Still, ensuring it's in your implementation plan would be nice since it benefits the caching performance. :)
