In other words, on the Humble Bundle website I physically cannot scroll up or down on the page at all, unless I disable the extension.
Mouse scroll wheel does nothing - page will not move. Scroll bar is missing, so can't scroll with click-and-drag, either.
Specifically what happens:
I load the webpage
Some kind of pop-up flashes on screen so quick, I barely see it.
Scroll bar disappears (was loaded with site, then is gone)
Afterwards, scrolling is disabled.
Happens to me repeatedly on Brave on Windows 10.
Does not necessarily happen on first load, but if I leave the page and come back (or navigate to another page on the site) bug will trigger.
Tested on MacOS Sequoia 15.1.1 -> does not occur there.
Not sure if applies to all chromium-based browsers, as don't have them on system to test.
Does no occur with Firefox or Firefox-based browsers.
Only occurs with some specific sites (listed are the ones I've come across).

In Brave browser on certain sites, if "Keep running on this site?" option is enabled, will disable scrolling.
Happens to me with:
https://www.humblebundle.com/ (always)
https://www.udemy.com/ (sometimes, if they have a site banner enabled, e.g. due to ongoing sale)
