Support regional geographic boundaries (pac districts in durham) - or maybe polygons? (seems less useful).
Show geographically relevant data right where the user is (on their phone in a restaurant, for instance)? (Nigel points out that you want to see this data when you are at the restaurant, or downtown — and not just seven days ago)

Is there a use case for city employees to use citygram for notifications?
Change Citygram.org to look up your geographic location rather than requiring the user to explicitly choose a location - have citygram look up the closest city based on the viewers location.
