New Content: Add Database SSL guide

On Coolify v4-beta-399 we added new feature "Database SSL" which doesn't have a documentation yet..

BLOCKED, because waiting for response from Peak or Andras to confirm few things about the SSL before writing the docs

Note from Peak:

Make sure you have all postgres modes described as they are the naming we use everywhere except Mysql
The note is wrong.
It should be something like: To make use of the ssl mode after enabling it, you need to use the new connection URL for your app, which tells your app ssl info.

If you are not using the new URL, then the database will not be using ssl (in most cases).
