Helpdesk process for changing menu items

Description

Editors sometimes request menu changes for their pages from the helpdesk. This is something we can do but depending on what they are asking, this results in a discrepancy in the IA. For example:

• Lieutenant Colonel John W. Mosley: A life of service
  • This page used to live under "Programs"
  • It was requested that it move under "History Stories"
  • The Left nav and the Breadcrumbs are correct and match but the URL still has "programs"
  • This can be fixed within Drupal however, if we do that then a redirect will be needed, which involves CAIA and engineering

We should establish a process for making sure that any time a menu change is requested, that the IA stays consistent and correct.
