Implement a test suite for all new TransitionPolicy classes

We'd like to provide a harness that could be given a CircuitBreaker with a specific flavor of TransitionPolicy, and could prove that the policy conformed correctly to semantic rules such as the one that says it responds correctly to a manual reset. Not sure if this is possible, but it would make development of new policies more easy and robust.
