Kibana version: 8.17.4, 8.18.0

Describe the bug:

When starting a fresh Kibana instance, duplicate TLS and Monitor Status rules are created.

Steps to reproduce:

  1. Create a fresh instance
  2. Create a Synthetics monitor
  3. Navigate to manage rules page
  4. Observe duplicate rules

Expected behavior: Only one default TLS and Monitor Status rule should be created.
