Yes it has been an ongoing issue:

• Audio generated with PCM cannot be properly downloaded from history RageAgainstThePixel/com.rest.elevenlabs#35

Would be able to fix by having extra metadata attached to the history item that tells me the freq, sampling rates, and format.
