[FIX] Proposal for ChromeOS native winow titlebar

This details a slight proposal on detection of the window titlebar on ChromeOS.

In order to prevent certain things from breaking, make it so that the native titlebar is always forced if the property os.name is related to ChromeOS or run a TestCase that can detect if custom tiling is allowed:

1. Moving the main panel around the screen and tracking the pixels
2. Sending ComponentEvents to the master component in question and checking if it is able to receive the proper events.

This is probably going to be left out as running this application on ChromeOS is very every esoteric and not efficient to use a music player.

in the future there could be different bundles for different platforms, for example, an android version
