[Feature Request] Only allow users to request new stuff after they've watched previous requests #1526

Description

My family loves requesting new stuff. But I have some people that like to hoarder movies in my server. :)

Desired Behavior

it would be awesome when people is making a new request, to check Tautulli to cross check if what they've requested in the past was watched.

Or at least set a limit like if you reach 5 requests unwatched, you can't request new stuff.

This is not easy to implement, since currently there is no viewing information in Jellyseerr, and for the moment only Tautulli can do this, which means it wouldn't work for Jellyfin and Emby.
Kinda related to #981

I have a friend who just kinda over does it.
For reference, I have about 720 requests over 2 years.
He is now up to 700.
The third down is about 200.

He requests any and everything and then I managed to use Managarr to create collections of what he has requested but not watched. It's about 500 items (a series is one item).

I've even tried to drop hints here and there hey my guy, you sure have a lot of requests. You watching any of them?

That's not what Maintainarr is for and I wish there was an app for this but it works (just everyone can see the collection).
