[Feature Request] Add the option to create your own regions

Description

Add the option to create regions. Allow those regions to be tied to Plex Servers, Users and Radarr/Sonarr servers. Use case for this would be having users that are geographically dispersed. Geographical-based servers are ideal when dealing with 4k content.

Desired Behavior

When users sign in with their plex account, they automatically inherit the region or regions tied to the Plex Servers they have access to.
Admins could also add users to additional regions on a new "Regions" tab on the user settings page.
Add a multi-select dropdown for the region option to the request dialog.
For the regions page, include each region and two checkboxes next to it. One that just shows the region to the user and the other that automatically selects the region in the multi-select dropdown when the user requests content.

Additional Context

I am brand new to Jellyseerr. I downloaded it tonight and reviewed the roadmap and love where this is going. This is my first request and hopefully it would be a good addition.
