Issue comments are in the wrong order and replace the original issue description #1568

Description

There are two main problems:

  • Issue comments are not displayed in the correct order as they are written.
  • Comments from the issue author continue to replace the issue description with the last comment they made.

Steps to Reproduce

  1. Create an issue with an issue description.
  2. Leave several comments in response to that issue.
  3. The comments are not displayed in chronological order. They seem to be sorted first by comment author and then in descending order chronologically.
  4. Comments from the issue author replace the issue description.
