ADD eBPF command with options

This is a research initiative on how we can implement eBPF filters as the source of information for podtracer. Initially we could allow podtracer to facilitate the eBPF programs to be loaded in the kernel and also be able to retrieve the information generated by them and pass through the streamer. That may require build other protobuf structures to send the data out on the server side.
