Courses in Sidebar not consistent

In the sidebar the Courses section is not consistent, while refreshing sometimes the Courses section is hidden and Programs section is shown.

@harshpwctech The sections are conditional for Students. If you Enable Learning Paths in settings, students only see the Programs section. If its not enabled, they see Courses. Admins see both the sections irrespective of Learning Path configuration.

There is no path for Programs to disable, further the paths disabled aren't visible to admins as well.
