api: edit issue state reports wrong error #34091

Description

When I set the issue state to open on an already open issue with /repos/{owner}/{repo}/issues/{index}, I get the result message "Issue [xxx] 0 was already closed".

Btw, is this a new behavior? AFAIR it was fine to set the same state without getting a 500 error from the server.

Could you upgrade to v1.23.6 and try that again?

I see, might be fixed in #31880. Sorry, didn't saw this. I will inform my sysadmin ;)
