DM XMLs: Take spec scrape for 1.4 at 0.9 ballot (project-chip#35858)

* DM XML: Scrape spec at 0.9 sha

* DM XMLs: rename in-progress directory to 1.4

Also flip the default in the spec parsing to use 1.4
