Z-Wave slow and commands ignored sometimes #133286

The problem

Adding Z-wave devices is inconsistent; z-wave commands are ignored, slow. Z-wave status isn't always updated. Happened immediately after updating to 2024.12.3. Had the same problem with 2024.12.2
