当使用 Windows + ibm semeru openjdk 的情况下， Mirai Console Loader 公告栏会出现乱码
注：必须是两个同时成立的情况下才会出现，在Windows上使用其他发行的 openjdk 或者在 linux 系统下使用 ibm semeru openjdk 则没有发现乱码

不管活动代码页是936还是65001，都是同样的编码错误
而且仅仅只公告栏的文字出现乱码，log并没有出现乱码

在 mcl.cmd 里面加上 chcp 65001 把终端改utf-8编码就行
