Services dropdown menu does not work on 3.1 #1050

After updating from 3.0.2 to 3.1, the dropdown menu for "Service" no longer works. When I click on "Service" instead of seeing the dropdown menu, I am able to type inside the box. After that, the "Frontend" dropdown gets the same treatment, and I am unable to return to the "General" page.

"Unsupported embeds handling" and "Redirect Type" still work as intended.
