Summary:
No tooltip is visible when the user hovers over the Jira ticket links in the messages generated by the Jira bot.

Steps to reproduce :

Create a subscription for issues in a channel.
Create an issue in the subscribed project.
Hover over the link in the generated message of the Jira bot.
