Get Workflow Multi-Run Branches

Gets the branches for a multi-branch workflow run. If the worflow is dispatched, the branches are determined based on the input includeBranches. If the workflow is run on a schedule, the branches are determined based on the workflowSchedule.includeBranches setting.
