Testing #244505

See video below - image from web not getting attached via drag and drop. I am able to attach via copy + paste but nothing happens when I drag and drop into the chat window.

should be fixed in the latest insiders

verification:

  1. windows (this is windows specific)
  2. drag and drop an image from web (url must end with .png, .jpeg, .gif, etc)
  3. example: https://code.visualstudio.com/assets/docs/typescript/tutorial/create-new-file.png
