Add Vietnamese Language Support to VS Code Speech Extension

Description:
I would like to propose adding Vietnamese as a supported language in the VS Code Speech extension.
This addition would make the extension more inclusive, allowing Vietnamese-speaking users to fully leverage its features and improve their coding experience.

Justification:

• Vietnam has a rapidly growing community of developers and tech professionals who could benefit from speech recognition in their native language.
• Adding Vietnamese aligns with the broader goal of enhancing accessibility, language diversity, and global adoption of the extension.
