Scroll is very laggy on the recent updates

The recent versions of vs code (from 1.9) has been very choppy for me in term of scrolling. I tried to

• play a bit with the settings (eg smooth scrolling)
• uninstall and install vs code again
• disable all extensions

but none of this worked. The problem is particularly bad when using Jupyter Notebook.

• VS Code Version: 1.98.2
• OS Version: Windows_NT x64 10.0.26100

I noticed this issue with scrolling output jumping around (eg. AI generated output). Downgrading to 1.97.2 fixed the issue for me.

I also have this issue, happened immediately after updating to 1.99.

My system upgraded to 1.99.0 and I started having the issue again.
