Since these combinations occur in Western Pwo Karen, the dots on the consonants should sit to the left of the -u vowel. My recommendation would be to move consonants' dots below to the left when followed by a Western Pwo Karen tonemark, whether or not the tonemark itself has a dot below, and whether or not a text's language is set as Western Pwo Karen.
