During the Collector Release today we ran into rate limiting from dockerhub.

What type of account do we have with Dockerhub? We believe we're doing these pulls as an authenticated user.

If Otel doesn't have a Team/Pro/Business account with dockerhub I believe the new limits are going to affect more than just the Collector's release process.

Can anyone confirm our usage/limits via the Usage Page?

Even when we updated the collector release process to exclude dockerhub we got rate limited building images, I'm guessing from our use of FROM?

I'm going to run with this -- Docker offers an OSS program that will remove rate limits and allow us to add more maintainers and offers RBAC and such. Will get it set up within the next couple of weeks.
