Package 'dbus-1', required by 'virtual:world', not found

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables DBUS_CFLAGS
and DBUS_LIBS to avoid the need to call pkg-config.
See the pkg-config man page for more details.

No provider of 'libdbus-devel' found.

bootstrap.sh and autoreconf -f both fail with this error:

m4/nl.m4:73: NL_EXPORT_DYNAMIC is expanded from...
configure.ac:314: the top level
automake: error: cannot open < aminclude_static.am: No such file or directory
autoreconf: automake failed with exit status: 1
smol:~/wpantund # 

however it generated a configure script

you can reproduce this with opensuse tumbleweed with docker if you need https://hub.docker.com/r/opensuse/tumbleweed
