Review Changelog Generation

Currently, this project is setup with the standard changelog from the JetBrains template. It probably makes more sense to use the same conventional commits and changelog generation approach that the main Oxc repo uses.

I haven't looked at how that changelog generation works, but I don't see any reason why it couldn't be applicable here.

Maybe this should be rolled under a larger review of the release process.

the language server has now a changelog on release too. the commit was oxc-project/oxc@20c347c

It uses this package: https://github.com/oxc-project/cargo-release-oxc
With some CI like this: https://github.com/oxc-project/oxc/blob/main/.github/workflows/release_crates.yml
