Notifications: Automatically dismiss "expiration" notifications for Stamps that have been reverified

User Story:

As a user
I want to not see irrelevant notifications, specifically stamp expiration notifications that have already been reverified
So that I can get more value out of the notifications list

Acceptance Criteria

GIVEN a Stamp expiration notification
WHEN that Stamp has been reverified
THEN the notification is automatically dismissed

I think this is the way it was implemented, but we might have a bug in our logic.
