[follow-up][chip-repl] Update containers and docs to use libgirepository-2.0 for PyGObject compatibility

• PYGObject versions >= 3.50.0 are incompatible with libgirepository1.0-dev deployed throughout the stack (Dockers, Docs etc).

• As a fix for CI failures, PYGObject was pinned to version 3.50.0.

  • [chip-repl] Fix for dependency failures: keeping pygobject==3.50.0 #37948
  • Cherrypick #37948 into the 1.4 branch #37971

• It might not be a good idea to keep PYGObject at 3.50.0 forever.

• Incrementally deploy libgirepository-2.0-dev and libgirepository-2.0 in all containers and allow PYGObject >= 3.50.0

• Update all docs where we recommend libgirepository1.0-dev to be installed
