TC-TSTAT-2.2: Automate and fix

This test plan probably needs a bit of reconsideration to properly test the limits in a reasonable way. Doing this via PICS and yaml is very confusing and likely to hide bugs.

Consider moving to python, but also consider whether this entire test plan needs an update to simplify and handle the error returns.
