TC-ACL-2.7: Automate

This may need to be switched over to python, but we should analyse this test case to understand what the second fabric is doing here because we do have multiple fabric support in chip-tool and it might just be that the test plan is unclear.

It looks like some of the issues that were converted to manual steps were resolved, so possibly this just needs to be swapped back over to proper YAML.

Probably needs a bit of analysis to understand the best approach here.
