[TC-EPM-1.1] EPM.S.F01 in PICS that can't match step 3 of test plan (Matter 1.3)

Summary Title:

[TC-EPM-1.1] EPM.S.F01 in PICS that can't match step 3 of test plan (Matter 1.3)

Description:

The Vendor's DUT supports alternating current, so they select EPM.S.F01 in PICS. 
When we test TC-EPM-1.1 on step 3 that feature-map is 2. 
But expected outcome on test plan (Matter 1.3) shall be 1. 
If want to feature-map is 1, vendor must select EPM.S.F00 in PICS, but that is not match DUT Spec
