run-rabbitmq.sh will start RabbitMQ 3.13.6 using a specific IP address for epmd. Please compare with your project. My guess is that your error stems from the wrong shell syntax for RABBITMQ_SERVER_ADDITIONAL_ERL_ARGS

As a side note, we are about to release 3.13.7 and would not recommend anyone to continue using 3.13.0. epmd configuration is not version-specific but we will not investigate anything else reported against 3.13.0 (or any other outdated patch).
