Update supported Python version

### What is the problem?

The [setup instructions](https://swcarpentry.github.io/python-novice-inflammation/) say to use "any officially supported Python version, currently Python 3.8+."  
However, 3.8 is [no longer officially supported](https://devguide.python.org/versions/#unsupported-versions).
