Describe the solution you'd like

When a user is on the resources page and clicks an image, a modal or lightbox should appear. To enhance the user experience, the Memos feature should allow users to navigate through the images using the mouse wheel or keyboard arrows to move to the next or previous image.

Right now, an arrow key acts like the ESC key and will close the modal.

It looks like this already works on a specific note when you have multiple attachments... just not on the resource page.
