Fix Strange Behavior of VUI Menu

Describe the feature

Allow users to click the "top" menu, to open or close showing the sub menu items, without needing to click sub menu items and force any execution.

Use Case

Prevent annoying users that do not want to click or execute anything, and just want to see sub menu options.

Proposed Solution

Modify VUI menu to behave more like other menus and allow users to click the "top" menu, to open or close, without needing to click sub menu items and force any execution.
