BIOS Flash worked, Boot worked, RebarState worked, but Rebar isn't activated? #283

So after spending a few hours figuring out how to make this work - thanks Gigabyte for making me go on a 2 hour side quest to figure out how to flash the modded bios manually and why it wasn't working (turns out you can't have files over 8 characters in FreeDOS, oops)...
...anyways, it flashed without issue; I had rolled back my BIOS to f50 (AGESA 1.0.0) prior to flashing, and flashed to a modded f66d BIOS - the BIOS displays itself as f66d now so I assume it worked.
Booted into windows no problem, kept following the tutorial, used RebarState with 13 as the setting, which also succeeded and told me to reboot.
After rebooting, I checked RebarState again and it tells me "Current RebarState 13 / 8192 MB"; okay, cool, it worked.
...except it didn't. NVidia System Info tells me it's disabled -- I checked into GPU-Z, and it also tells me it's disabled.
In GPU-Z, it tells me every requirement is met - except for "Resizable BAR enabled in BIOS" which is exactly why I was following this tutorial in the first place.
So, how come everything worked but my system still doesn't recognize the BIOS has having Resizable BAR enabled?
