frontend: undetermined consensus round not shown immediately

When the transaction goes to the undetermined state after a leader appeal then we see this undetermined consensus round in the Consensus History in the transaction details modal in the frontend only after the transaction is finalized. So the frontend does not update the transaction data when an update_consensus_history python function is called.

Create a new log event or merge update_consensus_history and dispatch_transaction_status_update as the latter contains a log event to update the frontend transaction.
