Workaround for not being able to vote for a map

Sometimes in Casual you cannot vote for a map at the end of a round. To reproduce this bug, play Casual until you see it, unfortunately it is not known exactly how this happens.

Yeah sadly I'm not aware of any ways to properly fix the problem, I was kind hoping valve would fix it at some point but we know how that goes...
I'll be honest I'm not a huge fan of having these buttons there at all time, I think having them directly inside the match summary file would be a lot better so then they only show when needed. I'm not sure if that's possible but it's probably worth a try, I'll give it a shot when I have a bit of time.
